企业集团的财务管控是一个被普遍关注的问题，财务公司作为资金集中管理的平台，是企业集团财务管控的重要环节。本文讨论了财务公司在集团资源配置中的主要职能和作用机制，并据此将财务公司分为司库型和综合型两大类，进而对不同类别财务公司模式下的企业集团财权配置进行研究。本文认为，在财务公司由司库型向综合型发展过程中，集团应将预算的监督权、投融资决策的参与权、风险管理的实施权等逐步赋予财务公司，从而促进资源的有效配置和集团管控水平的提升。
