人力资本理论的研究成果使得以教育培训为主要内容的人力资本投资在世界范围内受到了前所未有的重视。但是自20世纪70年代就开始出现、持续至今并日趋严重的、世界性的受过较高教育的劳动者的失业现象使得人们对人力资本投资的风险进行了思考。在传统的人力资本理论研究中,暗含着一个基本的假定,即只要进行人力资本投资,就能形成相应的人力资本和获得相应的收益,就是说,人力资本是确定性环境下的投资结果,人力资本投资风险为零。显然,这一假设及其前提条件是值得商榷
