@@ ContextDecentralization,a global phenomenon since the 1 980s,has resurged as a popularpolicy reform option in the education sector.Decentralization in education has led tosuch policies as transferring decision making from central to local authorities,increasing autonomy for schools,enabling communities to participate moresystematically in school management and resource mobilization.This comes as manycountries still struggle to actualize the right of education for all children reflected innational legislation and under the Convention on the Rights of the Child(CRC),andto achieve the Millennium Development Goal(MDG)2,universal primary education.In recent years,education decentralization policies have increasingly come to be seenas a key strategy to address the major barriers to equity and the realization ofuniversal primary education.These barriers include poor utilization of resources,thedisconnect between centrally formulated policies and implementation at local andschool levels,lack of accountability at different levels and the absence of parent,community1 and other stakeholder participation in education governance andmanagement.
