@@ IntroductionAt European level there is renewed interest in intercultural education, with citizenship and human rights viewed as levers to underpin democracy and strengthen civil society in a diverse Europe (Council of Europe, 2008, 2011). The OECD (2008, pi) states a fair and inclusive system that makes the advantages of education available to all is one of the most powerful levers to make society more equitable. The role of educators is seen as pivotal and educators are seen as essential in fostering intercultural dialogue (Council of Europe, 2008, p32).

新时期乡镇档案工作存在着档案资料难以齐全完整、档案管理队伍素质不高、对档案工作重视程度不够的问题。为此，笔者认为要从领导、管理、人员素质方面加强乡镇档案工作的管理。

档案的建设工作是新农村建设不可忽视的一个重要方面。新时期孝义市的三农档案工作开展形式和内容都面临着新的挑战：一是档案工作范围不断拓展，技术指导显得尤为重要和困难。二是社会档案意识逐步增强，传统标准已不适应形势需要。三是村级档案管理力量薄弱，亟需加大支持和管理力度。四是档案局与政府各部门之间的联合行动尚未形成有效机制，农村档案信息资源难以做到真正共享。因而，必须建立和完善乡镇档案管理机构，积极开展多
