I.Introduction Starting with the First Five-year Plan in 1953 and through the Twelfth Five-Year Plan in 2015, China has been enforcing a series of policies for national economic and societal growth.In addition, since September 2013, the Xi Jinping Government has been promoting the One Belt and One Road (OBOR) plan and has established the Asian Infrastructure Investment Bank (AIIB) for development in middle-west China, cooperation among Asian nations and the peaceful development of Asia and Africa.③ Through these plans, the Chinese government is trying to build the "Silk Road Economic Belt" to connect Asia with the Middle East, Russia and Europe, and a 21st-century Maritime Silk Road to connect Chinese coastal waters with Southeast Asia, South Asia, the Indian Ocean, Europe and Africa.
