淮安市原有13个自流灌区,6个灌区管理站,担负着全市用水调度、工程管理等任务。近几年来,他们对灌区管理工作进行了全面改革,摸索了一条灌区管理工作经验,取得了良好的社会效益和经济效益,增强了自我维持能力,促进了灌区管理工作。
