武汉市第十二次党代会和武汉市人大十三届二次会议、武汉市政协十二届二次会议都提出了研究发展供暖工作、改善提升居民生活品质、促进节能减排的要求。为科学谋划、系统推进供暖(制冷)事业发展,武汉市就集中供暖(制冷)工作进行了长期研究探索,取得了明显成效。同时,在推动集中供暖(制冷)的过程中,受政策、资源等方面因素影响,存在一定困难和问题。为扎实推进武汉市集中供暖(制冷)事业发展,极有必要进一步深入研究,并提出科学可行的规划和政策意见。
