水费征收制度的改革,是水利管理单位经济体制改革的重要内容,也是水利工程赖以生存、实现水利资金良性循环的关键措施。本工程按照“维持简单再生产”的要求,每年需要更新改造费300-400万元。多年来,由于资金缺乏,很多渠道及建筑物带病运行,年久失修的现象严重。一年多来,我们在开创管理工作新局面,进行经济体制改革的过程中,根据中央关于水费改革的指示精神,重点抓好“调整水费标准,落实征收面积,改变征收办法”的改革工作,取得了较好的成效。工农业水费基本上按照省物价局,省水利厅联合颁发的《江西省国营水利水电工程水费征收、使用管理的暂行规定》
