今年5～6月间,卢布的汇率问题曾经是研究独联体的学术界的一个热门话题。人们在讨论独联体前景的会议上,甚至把卢布的境内统一汇率的实施看作一个转折点,作为一个重要的论据。从事对俄贸易实务的人们,更是把卢布新汇率的实施看作赚得美元的极好机会。的确,当时尚在拟议中的俄罗斯新外汇政策,对于陷于困境的俄罗斯经济来说,也真是一个出人意料的大胆决策。这个政策在出台之前,在俄罗斯国内一度引起激烈的争论。如今,俄罗斯卢布的境内统一汇率已实施了两个多月,一系列与此有关的法令措施已大体付之实施。其初步结果已有所表现。因此,本文拟谈谈这个外汇政策的由来背景、内容和实施状况。
From May to June this year, the exchange rate issue of the ruble was once a hot topic in the study of the academic community in the Commonwealth of Independent States. At a meeting on the future of the Commonwealth of Independent States, people even considered the implementation of the unified exchange rate in the ruble a turning point as an important argument. People engaged in trade with Russia are even more likely to see the implementation of the new ruble exchange rate as an excellent opportunity to earn the U.S. dollar. Indeed, the new Russian foreign exchange policy that was still under discussion at the time was also a surprisingly bold decision for the troubled Russian economy. Before the introduction of this policy, there was a heated debate in Russia. Today, the unified rate of exchange in Russia’s ruble has been implemented for more than two months. A series of laws and measures relating to this have been implemented. The initial results have been shown. Therefore, this article intends to talk about the origin of this foreign exchange policy background, content and implementation status.
