一、问题的提出安徽省滁河流域黄栗树水库,为一多年调节大型灌溉水库工程。水库及其灌区先后于1959年9月及1960年冬相继动工兴建。原设计灌溉保证率为75%,设计灌溉面积为34万亩,并按此规模进行施工。水库工程于1965年基本建成并蓄水灌溉。随着渠系配套工程的发展,灌区有效灌溉面积亦逐年扩大。但自1966至1968年,本流域连续三年大旱,水库灌区连年受旱
