文峪河灌区工程建筑标准低 ,配套工程不健全 ,渠系建筑物老化损坏严重 ,输水损失较大等导致灌区有效灌溉面积多年徘徊不前。为了使有限的水资源在灌区农业生产中发挥更大作用 ,进行了以节水为中心的续建改造配套工程。工程的实施将使灌区恢复到原设计灌溉面积3.4 2万 hm2 的规模 ,灌溉保证率达到 50 % ,渠系水利用系数提高 0 .2 1,灌溉水利用系数提高0 .32 ,田间水利用系数提高 0 .2 ,不但改善了灌溉条件 ,而且改善了生态环境 ,促进了可持续发展。工程施工期也会引发一定的水土流失 ,采取有效的水土保持措施后 ,将减少对农业环境的不利影响。
