In the past two months, pregnant women from the Mainland have almost become the hot topic in Hong Kong. The number of locally-born babies born to non-Hong Kong parents both surged sharply, reaching 14,219 in the first 11 months of 2006, nearly 22 times that of 620 in 2001. As a result, Hong Kong’s public and private hospitals are short of resources and inadequate beds, .
