1995年10月1日起,国家对铁路客运票价进行了上调,既增加了铁路营业性收入、减少政策性亏损,又缓解了铁路客运压力,这不能不说是件好事。但同时客票调价在一定程度上诱发了铁路部分客流流失,影响了铁路客运收入的预期增加,以杭州铁路分局为例,1995年第四季度由于旅客发送量减少,客运收入虽增长30%,与客票上涨率51.8%幅度相比,相差20多个百分点。如果客运量继续下滑,超过一定幅度后,客运收入不但不会增加,反而会减少。这既不是铁路客票调整的目的,又削弱了铁路服务于社会的功能,不能不引起我们的关注。笔者
