China is currently undergoing profound political and economic reforms. This fact has begun to cause changes in the strategic, economic and political conditions in East Asia. After more than 20 years of intermittent political and economic turmoil, the Chinese leaders conducted a thorough revaluation of past development policies and spared no effort in redesigning the path to modernization. The political, economic and institutional reforms that began in the late 1970s are unprecedented in the history of massive, centrally planned political and economic mechanisms. In fact, Deng Xiaoping, China’s illustrious leader and the chief architect of the reform, called it “the second revolution.” China has placed its economy ahead of politics in its relations with the outside world. At the moment, it seems that the significance of this reform appears to be mainly political and economic, but its potential as far as its relations with the United States, the Soviet Union and East Asia are concerned
