十几年以前,山东各地经济发展状况和水平差距很小,可是今天,这些处于同一起跑线上的地区却出现了很大的差距。目前,山东西部的枣庄、济宁、泰安、莱芜、德州、临沂、菏泽、聊城、滨州九市地,人口占全省的57%,面积占全省的54%,而国内生产总值却只占全省的39%,地方财政收入只占全省的14%。西部市地有着得天独厚的优势。一是农业资源相当丰富,创汇农业发展潜力巨大。二是水、电、煤等能源充足。黄河、南四湖等河流、湖泊蕴集了山东省一半以上的水资源,兖州、枣庄、新汶等煤田,十里泉、石横等电厂在省内都占有重要地位。三是基础产业具有相当基础,原材料工业发展迅速,冶金、建材、化工在全省占有相当比重。四是旅游资源相当丰富,曲阜、泰山、南四湖是中国著名的旅游胜地,有较高的国际知名度。如此多的优势为何没能使西部市地的经济迅速崛起,反而远远落后于东部沿海地区呢?一八十年代中期,在政府对西部地区的一次扶贫活动中,曾经发生过这样一个故事:政府送给一位受了半辈子穷的农民几十斤地瓜干和两只长毛兔。

The raw material industry has developed rapidly. Metallurgy, building materials and chemicals occupy a considerable proportion of the province. Fourth, tourism resources are quite rich. Qufu, Taishan and Nansi Lake are well-known tourist destinations in China and have a high international reputation. Why did so many advantages fail to bring about a rapid economic rise in western cities and lags far behind the eastern coastal areas? In the mid-1980s, during a government campaign to alleviate poverty in the western region, there was such a story: The government gave a few dozen pounds of sweet potatoes and two long-haired rabbits to farmers who had been poor for the rest of their lives.
