我国开展软科学研究起步较晚,总的态势是“方兴末艾”。但地处城乡结合部的县、区,起步更晚了。影响县区科委抓软科学研究的思想障碍主要有二:一曰:“不必,”大改方针是中央、省市的事,我们县区照着办就行了!二曰:“不行!”,软科学研究动辄“系统科学”、“数学模型”,我们基层水平低,办不到!四川省绵竹县科委1986年以来开展软科学研究的实践证明:县区科委抓软科学研究搞好县区科委工作是发挥总体功能的重要途径。体会:两点明显的作用在两年多的实践中部分感受到开展软科学研究对县区科委具有两点基本的明显作用: 一是导向作用。过去上科研课题、引进技
