西北油田分公司(以下简称分公司)隶属于中国石化集团,一直是我国石油行业改革的先行者,并且它的成长壮大都与改革有着密切的关系。1998年,其前身西北石油局,在上级单位新星公司的支持下,按照“油公司高度集中、工程施工相对独立、基地服务逐步分离、多种经营自负盈亏”的原则进行了首次改制,取消了专业化施工队伍,初步具备油公司模式。
