1999年。中央政府的财政赤字为1503亿元,创成立新中国近50年来最高纪录。全国政协委员、中国国情研究会会长张塞称:此举一出,意味着1999年将成为近20年来,我国经济最为关键的调整时期。财政赤字,专指政府支出超过收入的部分。财政赤字高,意味着政府“花”的钱比“挣”的钱要多。政府的收入来源主要靠税收,支出则每年不一样。1999年的赤字预算是因为有“八项必须办的事情”。
