对如何抓落实,习近平总书记有过多次、系统的阐述。他曾经在《求是》专门发表《关键在于落实》的文章。文章深刻指出抓落实,从各级党委、政府和领导干部工作方面讲,就是抓党和国家各项方针政策、工作部署和措施要求的落实。落实到哪里去?就是落实到实践中去,落实到基层中去,落实到群众中去,使之成为广大党员、干部、群众的自觉行动,以确保党和国家确定的目标任务顺利实现。
