通过田野调查、深度访谈与文献研究,分析台湾原住民文化传承中的政府行为。既发现当地政府持续性保护与活化原住民文化,营销凝练民族文化核心价值的原生态文化,孵化原住民文化产业等成功的经验,也发现由于台湾特殊的二元社会结构、至上而下的政策推行方式、政府行为的过度化等造成的原住民的弱势感和边缘感、文化自决权被忽视、民族认同符号呈现同质化等问题。建议政府在原住民文化传承中,应尊重与保障原住民文化权利,在维护文化多样性的同时避免文化一体化,应还民俗于民间。
Through field investigation, in-depth interviews and literature research, this paper analyzes the government behavior in Taiwan Aboriginal cultural heritage. It not only found successful experiences of local government in continuously protecting and activating Aboriginal culture, marketing the original culture of concluding the core value of national culture, and incubating Aboriginal culture industry, but also found that due to Taiwan’s special dual social structure, the top-down policy The way of implementation, over-representation of government and other issues, resulting in the neglect and marginalization of indigenous people, the neglect of cultural self-determination and the homogeneity of national identity symbols. It is suggested that government should respect and protect Aboriginal cultural rights in the inheritance of Aboriginal culture, avoid cultural integration while maintaining cultural diversity, and should also return folklore to civilians.
