根据近几年水土保持设施验收技术评估工作进展、开发建设项目水土保持设施验收的实践以及《开发建设项目水土保持设施验收管理办法》(水利部第16号令)的规定,提出相关工作建议:编制监测实施细则,严格技术评估;加强监理监测管理,把好竣工验收关;及时处理发现的问题,搞好恢复工作;加强对植物措施、水土保持设施的管护,明确职责、权利、义务;搞好公众满意程度调查,处理好遗留问题。
According to the progress of the acceptance assessment of soil and water conservation facilities in recent years, the practice of acceptance of soil and water conservation facilities for development and construction projects and the provisions of “Measures for the Administration of Acceptance of Soil and Water Conservation Facilities for Development and Construction Projects” (Ministry of Water Resources Decree No. 16), relevant work proposals are put forward: Monitoring implementation details and strict technical assessment; strengthening supervision and management of supervision, checking and completing the clearance of construction projects; timely handling problems found and doing a good job of restoration work; strengthening the management and protection of plant measures and soil and water conservation facilities with clear responsibilities, rights and obligations; Good public satisfaction survey to deal with legacy issues.
