In 1988, the Propaganda Department of the Central Committee of the Communist Party of China, the Ministry of Radio, Film and Television conducted a survey of rural radio and television in the underdeveloped areas of China. One of the survey results showed that 30% of China’s population did not hear any radio waves and could not see it TV.
