士官选晋、人才保留事关部队建设全局、事关单位长远发展。当前,一线作战部队战士不愿选士官、骨干保留难问题越发凸显,已经成为制约部队战斗力建设和转型发展的瓶颈性难题。一方面,随着战士留队意愿的逐步萎缩,一些选晋的基本标准和规定难以执行,少数单位甚至存在想留就能转的情况;另一方面,由于高级士官选晋指标受限,部分真正有意愿献身国防、尽职履责的骨干人才又难以保留。反思问题的出现,既是相关兵役政策制度不够配套完善的集中反映,也是诸多社会问题和部队教育管理失衡的外在体现。
