上世纪末,我国开始了高等教育经费来源多元化的探索,以求拓宽渠道来加强对高等教育的经费支持。笔者以海南为例,通过横纵向分析海南高等教育经费投入结构的变化趋势,从而发现海南省高等教育经费依然短缺,主渠道的无保障与多渠道的不畅并存,财政支出结构不平衡的问题凸显。 At the end of last century, our country began to explore the diversification of sources of funds for higher education in order to broaden the channels to strengthen financial support for higher education.
