安徽省为了解决长期以来救灾工作，特别是紧急救助期间工作处于被动无序、准备不足等问题，于1998年初提出制定救灾预案设想和初步意见，并在沿江地区大水期间试行。1999年6月，以省政府名义出台了《安徽省特大洪涝灾害救灾工作预案》（以下简称《预案》）。《预案》的制定与实施，就是要明确在不同期间不同阶段的救灾工作
In order to solve the long-term disaster relief work, especially during the emergency rescue, Anhui Province put forward plans and preliminary opinions on disaster relief plan and put it into trial operation during the flooding period along the Yangtze River in early 1998 in order to solve the problems of passive disorder and inadequate preparation. In June 1999, on the name of the provincial government, the “Preplan of Disaster Relief Work on Floods and Disasters in Anhui Province” was promulgated (hereinafter referred to as the “Preplan”). The formulation and implementation of the “plan” is to make it clear that disaster relief work in different stages of different periods
