以厦门市为典型案例区,通过开展海岸带化工园区化学品泄漏事故的风险生态效应识别与影响预测,建立一系列生态一经济模型评估环境风险的生态损害价值,并从有效地促使企业主动采取风险防范措施角度出发确定了生态补偿的标准.同时提出了根据风险发生的概率逐年实施补偿的方法.
