社会主义国家所有制是由现代生产力的性质决定的，具有自身独特的优越性，但也存在许多由各种原因造成的问题。在通过改革，完善其内部产权关系后，可能创造出最富有活力和最强凝聚力的企业机制以及最协调的社会经济运行机制。改革国有企业制度，不仅要明晰产权，更重要的是要合理配置产权。西方产权制度变革的经验对我国有借鉴意义，但它是在维护私有产权的前提下进行的，不能照搬过来作为社会主义企业的基础。
The socialist state ownership is determined by the nature of modern productive forces and has its own unique advantages. However, there are many problems caused by various reasons. After reforming and perfecting its internal property rights relations, it is possible to create the most dynamic and the most cohesive enterprise mechanism and the most coordinated social and economic operation mechanism. To reform the state-owned enterprise system, we must not only clarify property rights, but more importantly, we should rationally allocate property rights. The experience of the reform of the western property rights system has reference to our country, but it is carried out under the premise of safeguarding private property rights and can not be copied as the basis of socialist enterprises.
