群众工作既是公安机关老话题,也是新课题。在纪念“枫桥经验”五十周年以及全党深入开展群众路线教育实践活动的背景下,研究加强公安群众工作具有特殊意义。针对当前群众工作面临的诸多新情况、新问题,公安机关既要在宏观层面统筹好为党分忧与为民解难、专门工作与群众工作、科技手段与传统方法、专项活动与常态长效、法律效果与社会效果等五个关系,重点要在实践层面解决好感情、方向、载体、能力、激励等五个问题。
