当前我国的城市建设机制发生了巨大变化:一是城市各项建设投资大部分从国家拨款改为贷款,和多渠道的融资、集资;二是城市建设用地改为有偿、有限期使用,城市土地租让制度改革正在健全和完善;三是城市住房制度改革正在广泛、加速进行;四是城市的基础设施从无偿使用改为有偿使用;五是城市土地的综合开发从单纯的政府行为转向注意经济效益的经营行为。这些变化迫使城市规划作出相应的改革和探索,笔者受此启发,在此提出一些自己的见解。
At present, China’s urban construction mechanism has undergone tremendous changes: First, most of the city’s construction investment has changed from state funding to loans, and multi-channel financing and fund-raising; second, urban construction land has been changed to paid, limited-use, urban land. The reform of the concession system is being perfected and improved. Third, the reform of the urban housing system is undergoing extensive and accelerated progress. Fourth, the infrastructure of the city has changed from free-use to paid use. Fifth, the comprehensive development of urban land has shifted from simple government behavior to economic attention. Effective business practices. These changes forced urban planning to make corresponding reforms and explorations. The author was inspired by this and put forward some of his own opinions.
