武器系统的费用-效能分析是武器系统发展、选型、研制和改进时实现决策科学化的最重要的手段。进行这种分析时有一个非常重要的问题,那就是武器系统最优化准则的建立。本文不仅论述了在武器系统诸方案费用相等的情况下进行费用-效能分析的基本准则和方法,而且针对众多分析人员所面临的最为复杂和困难的情况,即诸方案的费用和效能都不可能相等时,如何正确地进行费用-效能分析的准则和方法,作了深入、全面的研究。此外,本文的价值还在于:作者对通常大家使用的“费效比”准则发表了不同于众的见解,指出了简单地使用“费效比”的缺陷和错误。本文还研究了研制周期对费用和效能的重要影响,主张:我们的分析必须是效能、费用和时间的“三维权衡”。最后,作者就我军武器系统的研制向决策部门提出了重要建议。
The cost-effectiveness analysis of weapon systems is the most important means to achieve scientific decision-making in the development, selection, development and improvement of weapon systems. One of the most important issues in carrying out this analysis is the establishment of weapons system optimization guidelines. Finally, the author made important suggestions to the decision-making department on the development of our military’s weapon system.
