离退休工作是党的干部工作的一个重要组成部分,政治性强,政策性强。1982年,中共中央作出了《关于建立老干部退休制度的决定》,此后逐步建立了一套较完整的离退休政策体系。20多年来,离退休工作始终遵循着这些政策健康发展。离退休工作同时也是一项复杂的系统工程。笔者在实际工作中体会到,执行政策的水平往往直接影响到政策实质本身,尤其是涉及离退休个人待遇问题时,需要引起工作人员的注意。
Retirement work is an important part of the work of the party’s cadres. It is politically strong and policy-oriented. In 1982, the CPC Central Committee made the “Decision on Establishing a System of Retirement of Veteran Cadres,” and has since established a relatively complete system of retirement policies. For more than two decades, retirement has always followed the healthy development of these policies. Retirement work is also a complex system engineering. The author realizes in actual work that the level of implementation of the policy often has a direct impact on the substance of the policy itself, especially when it comes to the issue of retired individual treatment, which needs to attract the attention of the staff.
