自去年7月起,我区开始推行职位轮换制度(简称轮岗),现有6个区级机关单位轮岗人数已占干部比例的三分之一以上。实行轮岗的既有机关内设机构的领导干部,也有一般干部。不仅如此,全疆各地区、各部门除重点对担任内设机构领导职务的公务员要进行轮岗外,对分管计划、项目、资金、人事等热点岗位的任职人员也将实行轮岗(详见1997年3月7日《新疆经济报》)。依笔者之见,机关干部岗位实行轮换,至少有以下几个好处:一是通过岗位轮换,使机关干
