8月28日,省委宣传部、省公安厅、省人大法制委在杭州召开《消防法》实施座谈会。在杭的一些消防重点单位、学校、居委会负责人和新闻媒体的领导、记者共计20余人参加了座谈,共同探讨如何依法做好新形势下我省的消防工作。 会议由省公安厅消防局长朱力平主持。消防局防火监督部部长蒋朝龙通报了今年1至7月份全省的火灾情况。吴玉根副局长向与会代表介绍了《消防法》的立法背景和出台情况。 与会代表一致认为,《消防法》是促进消防工作社会化、法制化、责任化的法律保障,是社会防御和抗御火灾的有力武器。宣传贯彻《消防法》,要着眼于建立科学的社会消防管理体系,抓住火灾预防这个重点,努力提高执法水平,真正做到依法治火、全民治火。 在谈到如何落实政府的消防安全责任制时,代表们指出,《消防法》第三条规定:“消防工作由国务院领导,由地方各级人民政府负责”,这是消防工作的性质决定的,也是我国消防工作长期以来的实践升华为法律的结晶。消防工作是一项社会性、综合性很强的全方位系统工程,涉及到政府各部门、各行各业和千家万户,是一项地方性很强的政府行政工作,仅靠一个专门机构负责是难以胜任的,必须由政府负责才能得以协调完成。
