清政府重视地方社会力量的办学,由于中央和地方政府的鼓励和推动,民间办学日渐兴盛,家塾和私塾等民间办学都得到发展。参与民间办学的社会主体包括商人、士绅、义民等,办学形式多种多样,有社学、义学、书院等,民间办学成为国家教育体系的一个重要组成部分。社会力量办学在培养人才、提高民众教育水平、美化地方风俗等方面起到了积极作用。晋东南地区的民间办学,就是一个典型的例子。
The Qing government attached great importance to the running of local social forces. Due to the encouragement and promotion by the central and local governments, non-governmental running schools have been flourishing, and private schools such as private supplementary schools and private schools have been developed. The social subjects that participate in private schools include businessmen, gentry, and the people of justice. There are many forms of running schools, such as social studies, moral education and academies. Non-governmental running schools have become an important part of the national education system. Social forces running a school plays an active role in cultivating talents, raising public education and beautifying local customs and so on. Private education in southeastern Shanxi is a typical example.
