机构改革不是一个新话题。仅仅从1979年改革开放算起,我们就已进行了三次大的机构改革。总的看来,这几轮机构改革取得了一定成效,但成效不大,基本上没有走出自精简始,以膨胀终的老路,行政成本以每年20%左右的幅度递增,机构臃肿、人浮于事、效率低下的状况仍然突出地存在着。之所以形成这个局面,主要是着眼点仅停在机构的增删上,没有解决政府职能和行为方式转变的核心的问题。因此,对于即将开始的这一轮机构改革,人们寄予了异乎寻常的期望。那么,到底应该如何认识、怎样推动这一轮机构改革呢?政治学、经济学界的几位专家从不同角度阐述了自己的看法。
Institutional reform is not a new topic. Only from the reform and opening up in 1979, we have carried out three major institutional reforms. In general, the reforms in these several rounds of reforms have yielded some success. However, they have not achieved much success. Basically, they have not stepped out of their final stage of expansion to an end. Their administrative costs have increased at an annual rate of about 20% Inefficiencies remain outstanding.
