企业劳动人事管理是在企业生产经营中,谋求人与人,人与组织、人与工作之间的密切配合,充分发挥人的积极性、主劫性和创造性,不断提高工作效率和劳动生产率而进行的一系列管理活动。而科学的企业劳动人事管理,不仅是企业生存发展的一个根本前提,而且是人力资源开发的重要途径。任何一个企业的经济活动都是以人为主体而进行的。因此一个企业的兴衰成败,在很大程度上取决于企业的劳动人事管理水平。企业劳动人事管理的内容相当广泛,决不是通常泛指的人事调动、人员安置那样简单,至少应包括以下几点: 1、劳动人事管理体制。如委任制——选举制,终生制——淘汰制,分配制——聘用制及最近兴起的优化组合中竞争上岗制——待岗、试岗制。 2、劳动人事的方针政策。如就业方针、招工政策、退休、退岗政策等。 3、劳动力的管理。如以劳动力的招收、安置、调动、退职、待岗和教育培训、技术练兵为中心的劳动组织、职务分析、人事考核等。
