随着我国经济发展步伐的不断加快,工业化进程的不断推进,我国对能源的需求也在与日俱增。由于我国煤炭含量较为丰富,因而煤炭成为今天能源的主要来源之一。但是据统计,我国在2001年至2005年期间,共发生了18 514起煤矿事故,造成31 064人死亡,占我国全国各类特别重大事故数的一半以上。煤矿生产中事故的频频发生不仅给人民群众的生命安全造成了极大地威胁,同时也严重影响到和谐社会的构建,不利于我国大国形象的建立。而针对这一现状,采取法律措施是解决目前我国煤矿生产安全问题的核心方法,也是最为直接有效的方法。本文将以我国现有的煤矿生产法规为主要的依据,探讨造成煤矿生产事故时有发生的原因,并提出以加强员工安全意识为主要核心的解决措施。
With the continuous acceleration of China’s economic development and the continuous progress of industrialization, the demand for energy in our country is also increasing day by day. As China is rich in coal, coal has become one of the major sources of energy today. However, according to statistics, a total of 18,514 coal mine accidents occurred in our country between 2001 and 2005, resulting in 31,064 deaths, accounting for more than half of all special types of major accidents in our country. Frequent accidents in coal mine production not only pose a great threat to people’s lives and safety, but also seriously affect the construction of a harmonious society, which is not conducive to the establishment of a power image in our country. In response to this situation, to take legal measures is to solve the core of the current coal mine production safety issues, but also the most direct and effective method. This article will be based on China’s existing coal mining laws and regulations as the main basis to explore the causes of coal mine accidents occurred from time to time, and to enhance employee awareness of safety as the core solution.
