公文中许多不规范现象,违背了《国家行政机关公文处理办法》(国办发【1993】81号)和《黑龙江省关于<国家行政机关公文处理办法>的实施细则》,现将常见的问题述之如下,供文档工作同仁、专家批评指正。一、公文用纸规格不符合要求公文用纸,无论是原稿或印件,都应一律采用标准的十六开纸,即长260毫米,宽184毫米。而实际用纸却参差不齐,尤其是复印件,纸张更小,给文书处理和立卷工作带来诸多不便。二、用笔用墨不符合要求草拟、修改和签批公文,用笔用墨必须符合存档要求,必须使用耐久字迹材料。而在实际工作中,使用圆珠笔、纯蓝墨水钢笔比较普遍,填写报表用复写纸现象
