上世纪90代初.党和国家的最高决策者审时度势提出“要集中力量抓好一批大型企业.一个国家的经济发展、工业化的实现.经济整体素质的提高.主要依靠大型企业和大型集团”.“中国要有一批在国际上响当当的.可与国际著名大公司一决雌雄的企业集团”。于是国家经贸委、国家体改委和国家国有资产管理局制订出台了一个重要的文件:《关于国家试点企业集团国有资产授权经营的实施办法》。这样国有资产授权经营改革便登上了中国国资改革的舞台.中国重型汽车集团荣幸地成为第一批的试点单位。
