党的十六大之后,根据中央的要求和江苏的实际,江苏省委、省政府提出了江苏要“率先全面建设小康社会、率先实现现代化”的宏伟目标,这一惠及江苏7400多万人民的宏伟目标把全面建成小康社会的目标分解成四大类18项综合指标,包括了经济、民生、生态、社会发展、政治文明等各方面的内容。2004年初,江苏省委省政府在“两个率先”的总体目标框架下,又提出了建设“以人为本、全面协调可持续发展的新江苏”的具体目标,进一步充实了“两个率先”的内容。
