十六届六中全会提出构建社会主义和谐社会的一项目标和任务就是:“社会主义民主法制更加完善,依法治国基本方略得到全面落实,人民的权益得到切实尊重和保障”。这表明,十六大提出的人民当家作主和依法治国有机结合的主张已进一步落实到操作层面上来了。本文提出和谐社会需要民主,和谐社会需要法治,和谐社会需要着力培育“人本法治观”,始终把最广大人民的根本利益和发展经济以法治为保障作为一切工作的出发点和落脚点,做到发展经济为人民、发展经济靠人民、发展成果由人民共享。 One of the goals and tasks set forth by the 6th Plenary Session of the 16th CPC Central Committee in building a socialist harmonious society is: “The socialist democratic legal system is more complete; the basic strategy of governing the country according to law has been fully implemented; the people’s rights and interests have been effectively respected and guaranteed.” This shows that the proposition that the people proposed by the 16th CPC National Congress as the masters of the country and the principle of governing the country by law has been further implemented to the operational level.
